It's a place we already know from the early chapters of the manga. Where the water rises from the inside to the surface? Basically, water continuously flow inside entering from somewhere in the surface, filling the internal ocean and pushing the excess water back outside, who then violently flow upward somewhere else on the globe crust. The water level of the oceans is maintained stable by a balance between the amount of surface water falling into the underground inner ocean and that rising to refill the upper ones. A continuous exchange of water exists between the internal sea and the external superficial one. The earth is hollow, a Sun and an ocean reside within it under the Earth's crust. I state that I am not the creator of this theory but that I simply report that of an Italian boy (which based its own theories on Lyon Sprague de Camp hollow Earth theory and already fan made existing on the web) and that would explain numerous phenomena happening in the world of one piece, from new discovered ones (the raise of sea level across the globe) and old ones (why the water in the reverse mountains flow upward).
